Senior Weapon Systems Cost Analyst – JOB DESCRIPTION   Responsibilities: Manage and perform a wide range of cost research and applied estimating projects for various DoD and Intelligence Community organizations and other related agencies such as NASA, Coast Guard, Department of Homeland Security, and Department of Energy. Responsible for task planning and organization, directing subordinate personnel and conducting systems analysis, research and training involving a broad range of technologies Acquire information regarding technical performance and cost of systems, analyze technical performance of systems, support establishment of technical baselines Develop, enhance, maintain cost analysis models and other analytical tools Supervise and participate in the collection, analysis, normalization and development of cost, technical and program databases, including Automated Information System (AIS) databases Participate in the development of lifecycle cost estimates (LCCE) and program lifecycle cost estimates (PLCCE) Develop and document risk and uncertainty analyses Develop and review work breakdown structures Support synthesis of new designs, examine cost/effectiveness of alternatives and document analysis (Analysis of Alternatives – AoA) Manage preparation, presentation and documentation of component cost analyses (CCAs) Prepare, present and document independent cost estimates (ICE) and/or assessments (ICA) Assess methodologies and data practices used by others to develop cost and budget estimates Derive cost and schedule estimating relationships (cost estimating relationships – CERs, cost performance estimating relationships – CPERs) for high technology military/weapon systems Communicate with client, coordinate activities, manage project schedule and cost and conduct technical review of project progress to ensure products/services meet customer needs and complies with Technomics quality standards Some experience with using off-the-shelf parametric cost estimating software programs such as ACE-IT, SEER and  PRICE is desired, but not required Analyze EVM data and prepare independent Estimates at Completion (EAC) Certifications/Training/Professional Memberships: DAWIA certification SCEA certification Defense Acquisition University Society for Cost Estimating and Analysis International Society of Parametric Analysts
